Peace and Blessings InCity Times People!! It’s been a while since I have put pen to paper, so let me officially say … HAPPY 2017!!! We are two months in and there has been sooooo much stuff
happening in our country and our world!! Good, bad, pretty and ugly! I have so many thoughts running through my head that I don’t even know where to start!

On the homefront, here in Worcester, I’m concerned in the work I do at Abby’s House for Women because of the lack of affordable, decent housing and options for folks who are struggling – single folks and families – in our city. And the stressful conditions put on individuals and families trying to access shelter through the system.

Rents in Worcester have become unaffordable as absentee landlords seek out people with Section 8 and other subsidies so they can charge the highest rent allowed. Those without vouchers or other subsidies have no other options than to pay market rent. Usually more than 50% of their income.

In single income homes this is a lot of money when you have utilities and other day to day expenses. Wage slavery. All issues not even discussed in our presidential election. Homelessness and affordable housing.

So, America has a new president. I think I was in a state of shock when I woke up and Donald Trump was the President of the United States.

I could list all the decisions he has made thus far that I feel are anti-human, but I know we all know what he
has done and is doing. It is all that we see on our social media and on television. I hope you are getting
some of your information from PBS programming!

Now I’m going to focus on the POSITIVE thing that has happened because of Trump’s decisions. Folks are waking up!!! They are protesting. They are
calling local and state and federal government officials to state their discontent. They are signing petitions.
They are showing up for their fellow man, woman and child. All for different issues or multiple issues ~ women’s health, Islamophobia, racism, homophobia, misogyny, immigration.

It’s all or nothing at this point.

We have to join forces for basic human needs.

If you are showing up for one or two events and not all, you may have to
rethink that. The Women’s Marches on Saturday, January 21, were AMAZING. All 52 states had protest marches. All 52 states had numerous cities that had marches! Fifty five other countries had protest marches in numerous cities in each country. Countries such as Antarctica, Belgium, Austria, Columbia, Denmark, Finland, Germany, Ghana, Iceland, India, Lithuania, Kenya, Netherlands, Nigeria, Peru,Portugal, South Korea, the list goes on. Over one million people world-wide!!! The show of support is remarkable! Now we just have to keep it going. Conversations have to be had on
how we have to show up for each and every injustice. Not just those that hit close to home. Each and every
one.

For some folks, showing up for the march was the limit of their activism. Others will continue the conversation.

Just keep an open mind through this particular conversation … Listen. … One way to get involved is to attend a SURJ meeting. Worcester is lucky to have a SURJ chapter. Showing up for Racial Justice, SURJ is a national network of groups (working in conjunction with Black Lives Matter) to organize White people for racial justice. https://www.facebook.com/SURJWorcester/

It is important to push for the understanding that racism is ‘prejudice plus power’ and therefore people of
color cannot be racist against whites in the United States. People of color can be prejudiced against whites but clearly do not have the power as a group to enforce that prejudice.

I know I have been actively protesting since the murder of Trayvon Martin on February 26, 2012. And have been protesting numerous murders and deaths and injustices since that time. We’ve been marching and protesting.

I don’t say these things to belittle the March. It was amazing. But certain things that happened in Worcester, our fair city, extinguished my desire to “fight the good fight.” I was blessed to be a part of a conversation at the Collective GoGo with a group of people who were all up and down the east coast for protests and marches. They shared their experiences and I was rejuvenated. Their passion and desire for justice on ALL issues, not just certain ones, is what gives me hope. Their energy is
amazing. Amanda, Anne, Nori, Christopher, Drew and all the others who shared their experiences have me
hopeful for what is to come.

My sister Tracy, my daughter Sha-Asia and I were actually present at the first Million Woman March in October 1997 in Philadelphia. It was a beautiful event!

Did you know there was one?

As we move forward under this new presidency, we have to remember a few things … We have forgotten that we belong to each other. Yes, I have said this before, and it is a motto that I try to remember daily. That we all belong to each other, and we are all just trying to make it home.

Our America is fighting back. As I sit here typing this article, there are, again, protests all over the United
States, in protest of Trump’s immigration policies and his ban on Muslims entering our country. We’ve got to fight to ensure that the statue standing in the middle of New York Harbor never comes down!

Disparate Impact is when a so called neutral policy has a more severe negative impact on one protected class than on other protected classes.

A local columnist wrote about Charlie Baker’s support for a change in the law that would change the penalties for assault and battery on a police officer to mandatory jail time.

This policy disparately impacts poor communities and communities of people with dark skin.

Poor people have more interactions with the police because we walk, take the bus and drive early model cars. Each interaction such as fitting the description, broken tail lights, and stop and frisk increases the likelihood of a bad outcome.

I have personal experience with these pretexts. In the 1970s I was walking home on Austin Street and a police officer, James Reardon, arrested me for walking without an ID. He charged me with being disorderly and rudeness.

The judge dismissed the case.

Another time at a demonstration a person pushed a woman protester and I got between them. The person then attacked me. I was struck in the back of the head by a police officer whom I never saw. He then charged me with assault and battery on a police officer. The police officer chose to protect the bully and cover up his battery on me with a pretext.

Again, when I told my story in court the judge dismissed the case.

The worst experience of pretext was when I was arrested at another demonstration. The police officer was out of shape. I heard the order from the sergeant to arrest “anyone.” The big cop arrested me for no apparent reason other than I was nearby. When in the police station the cops threw me on the floor and used a choke stick until I nearly blacked out. I was relieved when someone yelled out: “Stop it! He had enough!”

This case was also dismissed.

The city government of Worcester has used pretext to enforce a racist disparately negative policy. For years, and even today, the gang unit has a policy of stop and frisk without probable cause or even reasonable suspicion. Sometimes “fitting the description” is the pretext. Most of the time no explanation is given.

An example of this was when the Worcester Youth Center was located in Federal Square.

The alcove in front of the store-front was private property. The Youth Center kids would gather in the alcove and smoke and talk. The police did not have authority over smoking on private property. Authority or not, the police continually ordered the kids to go inside. When the Youth Center director complained, the police arrested him for assault and battery on a police officer. This case was like the other pretexts.

Governor Charlie Baker’s proposal will do harm to the poor and people of color communities.

It will contribute to racist mass incarceration.

The drug abuse laws have been written with a disparately negative impact on the poor and communities of color.

These laws creating mandatory prison sentences for assault and battery on police officers will be unfairly enforced and have an unfair impact.

Worcester Police Chief Sargent has stated that his policy for policing is the “Broken Windows.” This policy needs to be explained to our communities. Will it increase the negative interactions between the residents of Worcester and the police?

There is need in Worcester for a real discussion about race and police policy. City Council, city manager and our WPD should be transparent with the residents of Worcester.

Worcester missed an opportunity by dismissing Juan Gomez’s vision!

For example: The Wyman Gordon site, at Green Island’s Lamartine Street. Now a brown field, it was once a thriving factory and serious economic booster for Green Islanders. Today it lies empty, ugly and toxic.

… or Piedmont’s Chandler Elementary School. The families there need a larger school building to accommodate the hundereds of kids that the city educates there. A good chunk of the student body is being bussed daily to other learning sites in the city. On a smaller scale, up until very recently, its trashed back doors and side windows needed replacing … (pics:R.T.)

These projects in our urban core just never seem to get off the ground. Like the perennial lead balloon, these inner-city sites – a reflection of Worcester political leaders’ lack of commitment to poorer/minority neighborhoods and poor/minority folks (usually people with little political clout ) –  just keep rolling along Lamartine Street, Murray Ave or Chandler Street. Every election cycle our politicians ever so elegantly dance over these lead balloons: Yes! they say, we feel your pain! (they absolutely do NOT!). Yes! we know half of Chandler Elementary school’s student body is being bussed out to other city buildings to learn because the building is so over populated! (How many West Side parents would put up with that kind of  school-day disruption for their precious kiddies?!) Yes! We know the school’s back doors are wooden and rotten and look like some one’s trying to kick them in and the wood windows are damaged badly, but, hey, we’re working on it! (finally – yes –  the school’s doors were recently replaced with heavy green metal ones and the damaged heavy wooden windows replaced with new ones – see photo, above)

Here is our latest urban core lead balloon over which the city is self-flagellating but not moving on – even though a BEAUTIFUL USE for it was recently presented to the City Manager and Co. by former Worcester City Councilor Juan Gomez :

It’s the old PIP building in Main South – and the LATINO ARTS/PERFORMANCE CENTER  it could have become!

Formerly one of the state’s  two or three only “wet” shelters (drunk,  high, stoned homeless welcome here!) residents and  small businesses in Main South and city leaders (most notably former District 4 City Councilor Barbara Haller) clamored for years for the PIP to be shut down. The drug users were shooting up heroin a few streets outside the PIP’s doors and then staggering into the social service agency for supper, medical care and a cot to sleep in for the night . Morning came and they walked out into the Main South neighborhood, some on their way to getting clean and sober, but most looking to get high all over again and repeat the brutal cycle. Usually just yards away from the PIP’s back doors! Nearby Main South small biz folks were outraged, lower Main South residents fearful and without hope. 

Then a few years ago, the unimaginable happened: Thanks mostly to Haller and Main South community activist Billy Breault, the PIP was FINALLY shut down. Homeless addicts and hardcore alcoholics are now being helped in other places in the city – social service agencies that refuse them if they are high and transport them to hospitals for detoxification; places/half way homes with more security; social service agencies with impressive, structured programs.

So now the old PIP building has become another Woo lead balloon!

For their/your information: the  PIP building ITSELF is STILL attracting junkies, staggering alcoholics and high homeless folks!  Scrawny, weather beaten women are STILL TODAY walking the walk outside its doors, along Charlton Street, looking to sell their bodies to buy a bag of cheap smack from the heroin dearler who himself is usually just a few yards away. The tired and high but hopeless STILL sit on the curb stones by the PIP nodding off, heads in their hands, rocking to and fro, murmuring to themselves. So sad…They are still breaking into nearby vehicles to “sleep it off” or look for money in glove compartments to buy drugs. Guns are still being fired.

The PIP building is STILL an affront to the hardwordking small business folks who are trying to make a living and create jobs! It’s STILL a late night, cacophony-filled nightmare for Main South residents trying to hold down jobs and raise their families right!

Enter the adorable, strong-willled, smart-as-the-bow-ties-he-wears  Juan Gomez, executive director of Centro on nearby Sycamore Street – just two streets down. Gomez, a former Worcester City Councilor and a recent city councilor candidate, has been head of the city’s premier Latino social sevice agency for several years now. And he’s run with it! Programs for the Hispanic elderly, hungry and displaced have expanded! Their outreach to the Worcester Hispanic population grows stronger by the day. Education, art, small biz … Juan is trying to support it all! Do it all!  The  yearly summertime and terrific Latino Music Festival, put on in large part through support from Centro, is another jewel in Worcester’s cultural crown. In other words, Centro, which has been around for years, is UP AND COMING !, thanks in no small part to the little power house and biz-savvy, Republican, feet-on-the-ground-but-not-afraid-to-dream Juan Gomez, himself a second generation American and a profile in courage as a cancer survivor.

So I cheered when Centro purchased a few pieces of tired property, really a good bit of Sycamore Street, next to and across the street from Centro. For additional office space and parking, Juan says. Needed because their expanded services and mission needs more space in a very densely populated inner city neighborhood.

Here’s the most intriguing/best part…Centro, through Juan, planned on buying the PIP building to create a Latino Arts Center/Community Space open to ALL. It would have showcased the arts/culture and artists of Puerto Rico and Central America.  Worcester folks with roots from those countries and territory would be able to enjoy a beautiful slice of their or their parents/grandparents homelands. THEIR ROOTS. THEIR HERITAGE. A POSITIVE PICTURE. There were plans for  a performance space with a stage for dancers, musicians, singers, poets. There would have been classrooms for artist workshops and community art or music classes. All with an eye on nurturing and promoting Latino art and artists!

TERRIFIC! I thought to myself. What a wonderful addition to the Worcester Family! To a CITY that SAYS it embraces racial and economic DIVERSITY as manifested through its population!

Juan applied to the City of Worcester for a $100,000+  community block grant to help buy the PIP building. The City Manager’s office said NO, NOPE, no thanks. Not interested in supporting this arts center. The grant money went to other Worcester social service agencies – all doing fine work but nothing as WONDERFUL and INSPIRED/INSPIRING as what this Latino Arts building would have meant to our Latino/ minority community, ALL WORCESTERITES and DOWNTOWN REVITALIZATION.

The PIP is a big, multi-storied building that is in EXCELLENT shape (I toured it a few years ago). It would have made a great arts center. It has a big commercial kitchen, many bathrooms, meeting rooms and a big open first floor space. Perfect!

Yet city leaders, who claim to be urban visionaries, couldn’t “see” the brilliance and beauty of Juan Gomez’s vision. For his people. For downtown. For all of Worcester County, really.

So often the Latinos that make the news – and shape our collective vision of their culture – are in the stories about Latinos in Worcester riding illegal dirt bikes, getting arrested for drug dealing, getting stabbed over that, shot over this. THE FEW BAD SEEDS. (I’ve always been amazed that grinding poverty and prejudice haven’t made more people angry killers!) Wouldn’t it be great to read, daily, about the good and amazing in Latino culture? The famous Latino guitarist visiting the CENTRO ARTS CENTRE or those wonderful Salsa dancers who performed over in Main South at the CENTRO ARTS CENTRE … or the city kids who are discovering a famous Hispanic painter in the summer art class they’re taking at the CENTRO ARTS CENTRE?

That is how you cure white people of racial prejudice!

Present a different – the TRUE –  PICTURE of a culture to them!

Keep doing this every day…and prejudices will begin to melt away. Work to have people, white, brown, black, poor, rich interact with each other every day – meet in celebratory, educational places to see WHO THEY REALLY ARE.

That is how we break down barriers and make society more equitable, freer…

The CENTRO ARTS center would have been a BOON for all of us! Instead the city manager and city staff and city political leaders shut their eyes and missed an opportunity with the PIP building! Which is really nutty and pathetic, besides being horribly short-sighted, because they often talk about  how there is little racism in Worcester or how seriously they take racial inequity. That’s a lie. They don’t know any better. Yet they need to!

If anything, out of self interest:

Main South is only a block or two away from our planned BRIGHT NEW SHINY DOWNTOWN! City Manager Ed Augustus wants a BEAUTIFUL and BUSTLING downtown Worcester to be his legacy. He’s got an urban renewal game plan and making it happen. It’s a shame he can’t walk just two blocks up from his beloved downtown and his office in City Hall to see all the horrible shit STILL GOING DOWN IN FRONT OF AND ON THE SIDE of the PIP building . The junkies STILL passed out in front of the PIP are just the beginning…

Now, I ask you,  how can we create a downtown Worcester that WILL DRAW MILLENIALS AND THE UPWARDLY MOBILE AND THE MIDDLE CLASS EMPTY NESTERS if, on their way to a show at the Hanover or a road race that starts at City Hall  or a visit to a cool, urbane downtown restaurant for martinis and sushi, they see some guy pretend butt fucking some gal outside the PIP building, like I have? Or several more lost souls sitting on the curb or overturned gray plastic milk crates picked out of Dumpsters waiting for their man so they can shoot up and get high?

What will this little gritty scene say about  the new and trendy Worcester to people who will, in some cases, be driving by the PIP?!

Can you dig it?!

The City  of Worcester movers and shakers can’t.

Why?

No need to plumb city leaders’ psyches for a deep answer…But let’s just say the city is run by a bunch of unforgiving vindictive shit heads who never forget a slight or a misstatement or a move that was not in sync with their political plans and have no trouble turning the lone riders  the lone visionaries into PERSON NON GRATA.   Crap. Juan Gomez, as a Worcester city councilor, was always his own man. But in a very nice, respectful way. Sometimes he’s been passionate about what he truly believes in. Nothing wrong, everything right, about that! But his passion for the Hispanic livery drivers and their customers during his last few months as a  Worcester City Councilor (that’s why they were his last few months!) turned lots of political movers and shakers off. They whispered amongst themselves: Juan’s gone rogue! When he lead a group of clapping chanting livery drivers out of City Hall as a show of solidarity during a city council meeting when he was city councilor, well, that didn’t do at all! His political demise was written on the City Council chambers wall…

We loved it! Juan was right! Juan was real and cool and INSPIRING! The city shitheads renounced him, in their heads, right then and there! Here was the Juan who used to eat lunch with former City Manager Tom Hoover over at the MID TOWN MALL, across from City Hall, over at the Latino lunch hot spot SABANA’s being  mentally blacklisted! He used to tell Tom Hoover: Come! Enjoy the spicey treats of my culture! Hoover did! Along with the scores of other cool folks! The line for lunch at Sabana’s used to go our the door! The old cool Worcester vibe! Back then it wasn’t all smug and phoney and boutiquey. Just urban. A white Polish guy from Toledo breaking bread with a little Puerto Rican guy from Worcester! Enormous!

Can you imagine Ed Augustus eating lunch in the MID TOWN MALL (a place on his urban renewal hit list) with Juan Gomez, a political outcast? Especially after Juan felt cheated after this election and held a press conference or two about it and almost pushed for a ballot recount?!

Of course the City of Worcester wasn’t going to give Juan his Latino arts center, give him the $$$hundred-plus grand he needed to begin his project.

It’s the Worcester way!

So the PIP continues to languish and be an unsightly magnet for drugs and crime EVERY DAY. And Worcester’s Hispanic community and Downtown Worcester don’t get a cool, racial barrier busting Latino Arts Center!

Gordy in fashion: Wrong Time for Meet And Greet of WPS Superintendant Candidates

Last night’s meet and greet event for the candidates for the Superintendancy of our Public School District was mistimed. The event should have taken place after the announcement of the newly appointed Superintendant on March 14, 2016.

I only saw two Worcester School Committee members at the event. John Monfredo, who said that he would vote for candidate Maureen Binienda, and Brian O’Connell, who was noncommittal, came.

It is not entirely clear how the opinion of the people who came to this event could affect the opinion of the Worcester School Committee. This has not been the first meaningless political show put on by the City of Worcester.

Three of the candidates are qualified for the job: Dr. Rodrigues, Dr. Binienda and Dr. Allen. Dr. Mulcahy is not quite ready to be school superintendant, but I think she will, in the future, be a stronger candidate for a superintendency.

Dr. Rodriques presented the strongest credentials for running the Worcester School District. He said his experience as the interim superintendant of the WPS, assistant superintendant of our school district, and the manager of special education has shown that he knows and can run the complex Worcester School District. For every question I asked him, he was able to give me a detailed answer.

Dr. Rodrigues spoke of his experience regarding his moving to Worcester. He said that many students in the Worcester Public Schools are new arrivals to America, and sometimes English is not their primary language. He felt that he might be able to connect to the students in Worcester Schools in ways more associated with their circumstances. It is well known that the Worcester School System is transiting to a majority minority student body.

Candidate Binienda touted her years as principal at South High School and another Worcester school.  She was also a special needs teacher. Dr. Binienda has an interesting idea of collaboration between Worcester State University and the Worcester high schools, especially in the area of criminal justice education.
 
However, her answers to questions about the Worcester Schools were generalized without the details that, in my opinion, a person would need to hit the ground running as our school superintendant.

Candidate Allen talked about the need to make the Worcester Schools more efficient. She also touted her years as principal of Norback School. Like Dr. Binienda, Dr. Allen spoke in general terms. Nonetheless, I was impressed with her sense of organization and place.

I suppose there will be another meet and greet after the Worcester School Committee appoints Dr. Binienda as next Superintendant of the Worcester Public School District.

I think that Dr. Rodrigues will continue to work diligently and loyally as an Assistant Superintendant until the time some school system sees his abilities and experience and steals him away.
 
It is my opinion that Dr. Allen has the ability to turn around a school system in receivership.

I give Kudos to Dr. Mulcahy for throwing her hat into the ring.

Time will tell if Worcester will make a good decision on Monday.

Worcester Public Schools Superintendent Search = Shit Sandwich

The Search Committee for the Selection of the Next Superintendent of Schools, appointed by Mayor Petty, received four applications for the positon of Superintendent of Schools.

Based on our review and evaluation of the applications, and of the supporting materials submitted, we are pleased to advance all of the applicants for further review and consideration by the School Committee.

The candidates all bring to the selection process superlative records of achievement. However, they vary dramatically, one from the other, in areas of expertise, focus, training, experience, and concentration. They provide, collectively, a superb opportunity for the Worcester Public Schools to select, from them, the candidate with the optimal mix of training, talent, and vision which will assist the WPS in addressing the challenges and opportunities which it can reasonably anticipate in the years ahead.
 
The candidates are as follows:

Karrie J. Allen, Ed.D.

Dr. Allen, the Principal of Norrback Avenue School, brings to the selection process “15 years’ experience transforming school cultures, implementing effective initiatives and systematically building structures vital to student achievement”, as she describes well in her letter of application. During her decade as Principal within the WPS – at Norrback and at May Street School – and in her years of experience as a teacher of children with moderate needs, she has won the respect and allegiance of staff members, students, parents and the community for her focus on student achievement, collaboration, and parent/community involvement. Her former supervisor highlights her “breadth of knowledge, candor, confidence, sense of humor and rapport”, which, combined with her record of achievement in elementary education, would serve her well as Superintendent. As a letter of reference regarding her noted, she “has a deep rooted passion for facilitating learning and positive growth; she would be a positive asset to the Worcester Community as the Superintendent.”

Maureen F. Binienda.

Mrs. Binienda has devoted her entire professional life to the students of the Worcester Public Schools, first as a teacher of moderate special needs students, then as a special education curriculum specialist, then, for the past two decades, as Assistant Principal and Principal of South High Community School. Her dedication to community service – for her students as well as for herself – has earned her an extraordinary array of awards and commendations from civic and educational organizations. At South High Community School, where she has worked since 1978, she is, as summarized so well by the author of one of her letters of recommendation, “everywhere at once, supporting, nurturing, and coaching the entire community, especially her students.”  Her focus has been equally on setting ambitious standards of academic achievement for her students, epitomized by her Advanced Placement initiatives.

Kerry E. Mulcahy. Ed.D.

Dr. Mulcahy has a rich educational pedigree which is tailor-made for leadership in Worcester. She earned her doctorate from the Leadership in Urban Schools program at the University of Massachusetts Boston, having written her thesis on “An Examination of School Committee Municipal Representation in the City of Worcester.” She is described today by an associate professor who was her thesis advisor as “the finest student of education politics that I have met in my career in higher education.” In Worcester, where she has taught English for more than a decade, currently at Doherty Memorial High School, she is noted for the success of her students on MCAS, for her innovative role with the Engineering Small Learning Community, for her energetic dedication to her school, and for her rapport with her students. As her colleague has emphasized, “[i]n all aspects of her life she has demonstrated the leadership, modesty, passion, determination and integrity that make her an excellent choice for this position.”

Marco C. Rodrigues, Ed.D.

Dr. Rodrigues has truly experienced all instructional levels of public education, beginning as an instructional assistant at Woodward Day School in 1991, ultimately rising to the position of Executive Director a decade later. He served as Executive Director of the Central Massachusetts Special Education Collaborative for three years. Since 2010 he has been an instructional leader within the Central Administration, culminating in his current position as Interim Superintendent. In each of these positions, he has demonstrated a particular sensitivity to the most challenged students of the WPS, while, as Chief Academic Officer and as Interim Superintendent, he has maintained a clear, thoroughly-informed focus on student achievement and on data-informed instruction methodology. As his predecessor as Chief Academic Officer has noted, he “promotes success for all students by nurturing and sustaining a school culture of reflective practice, high expectations, and continuous learning for staff.” As Interim Superintendent, he has shown an ability to formulate, and to consider, novel approaches to school issues, addressing them in a practical, cost-effective manner.

The Committee is delighted that these four talented and dedicated educational leaders have chosen to apply for the position of Superintendent, and we anticipate a lively dialogue on issues of Worcester public education, informed well by their perspectives and insights, as the selection process continues.

The Committee highlights the following as the next stages on this process:

Friday, March 4 – the resumes of the candidates, their letters of application, their reference letters, the application forms, the responses to essay questions, and other pertinent information will be posted on the WPS website.

Monday, March 7 – the School Committee will interview the candidates, in the City Council Chamber, in the following order, as determined by random drawing:

 
5 PM – Dr. Rodrigues
6 PM – Dr. Mulcahy
7 PM – Mrs. Binienda
8 PM – Dr. Allen
 
The interviews will each begin with a three-minute introductory statement by the candidate, followed by presentation of twelve questions, in order, each with three minutes as a general time guideline for responses. A closing statement of two to four minutes by the candidate will conclude the interview, which is designed to take no more than one hour. The questions to be asked of the candidates will be released to the candidates, and to the public, to allow the candidates to formulate well-considered and thoughtful responses. We will invite candidates to bring with them, and to share with us, any pertinent documents which support, supplement or elucidate the answers they provide to the questions they are asked as well.
 
Wednesday, March 9 – the Committee will hold a “meet and greet” reception for the candidates from 5 to 7 PM, at the Cafeteria of Doherty Memorial High School. This reception will allow the members of the community to interact with the candidates in an informal setting, to raise questions of interest to them, and to form their own impressions of the candidates through their conversations.
 
Monday, March 14 – The Committee will convene at a Special Meeting, at 6:15 PM, in the City Council Chamber, to deliberate on selection of the next Superintendent. The selection of the Superintendent will require a majority vote of the members of the Committee present and voting.
 
We strongly encourage all interested members of our community, and of the Worcester Public Schools, to participate in this process with us, by attending the interviews, by joining us for the “meet and greet”, and by coming to City Hall for the March 14 meeting. We urge all Worcester residents, and community and educational leaders, to share with us their thoughts as to the candidates, and as to the particular skills and priorities the WPS most needs in its next Superintendent. As noted above, we are most pleased with the caliber and quality of these fine members of our staff, and with the expertise, knowledge, skill, training, talent and energy which they will clearly bring to this position. We are most anxious that our community join us as we work, together, to select the qualities, and the leader, which will prepare us best to address the many varied challenges, and fine opportunities, which await the WPS in the years to come.

1.        We read frequently that a leader of an organization must have a vision.  What is your vision for a mid-sized urban school system?  What have you done to achieve that vision in your present situation?  How would you go about achieving that vision in a new setting?

2.        What do you see as the opportunities and challenges facing the Worcester Public Schools at present and in your experience, how has the Worcester Public Schools met the opportunities and challenges facing it during your tenure with the district?

3.      What will you do to solidify a strong relationship and develop a shared strategic direction between the Worcester School Committee and the Superintendent?

4.      Explain how you would build a strong relationship within the community, with our community leaders, higher education officials, legislators, social agencies and other governmental leaders.

Worcester and the Department of Justice – meeting #1, May 18, 2015

The first of several race relations discussions initiated by Worcester City Manager Edward Augustus began last night at the YWCA, Worcester. The discussions, so far, seemed poorly designed and did not reach the people who needed to be at the table.

Young men of color were conspicuously absent.

In the meeting room, which was filled to capacity, young men of color and those who interact with them could be counted on one hand.

Muhammad Ali-Salaam of the Community Relations Division of the Department of Justice (DOJ) explained as best he could what the discussions were about. He had with him a team of facilitators who sat at each table.

Mr. Ali-Salaam said that the DOJ came at the request of the City Manager. The discussions on race relations were intended to vet Augustus’ plan for more diversity in Worcester government/public life and to get input from the community. Augustus said he is hopeful that these discussions would be more fruitful than the other discussions on race held previously in Worcester.

In response to a question about the DOJ investigating the Worcester Police Department for misconduct and Worcester City government for malicious prosecution, Mr. Ali-Salaam said the petition for such investigations should go to Ms. Carmen Ortiz, the U.S. Attorney for this district. She has a field office in Worcester.

Mr. Culin Owyang, Deputy Attorney General for Massachusetts, said he and the Attorney General hoped to have a positive impact on Worcester’s discussions on race and to give them some structure.

On the subject of Worcester District Attorney (DA) Joseph Early Jr. recusing his office from the prosecution of a Worcester police officer accused of beating a shackled prisoner and transferring the prosecution to Attorney General Maura Healy’s office, Mr. Owyang had no comment.

He said DA Early should be asked those questions. He had no comment on why DA Early did not erect a legal wall around the prosecution or appoint a special prosecutor.

Several people in attendance said the racial tension in Worcester has been centered around Black Lives Matter demonstrations and Worcester Police misconduct and alleged public safety issues at North High School.

There were few, if any protesters, from Black Lives Matter and no high school students from North High School.

Why???

The outreach could be better for the city’s upcoming discussions on public safety and education.

Two young men of color who were at the meeting expressed disappointment with the low turnout of young men of color.

Born Taylor, a young Black man, said he felt that some good could come from the discussions, but he also felt that the division of attendees by table could have been better. He thought discussions would not attain some of their goals if more young men of color did not attend.

Caleb Encarnacion-Rivera, a young Hispanic man, said he came in order to help the improvement of the city. He was especially motivated because now he had a child in the Worcester Public Schools.

Like Mr. Taylor, Mr. Encarnacion-Rivera hoped that more young men of color would attend the future discussions.

Two Worcester city councillors, Gary Rosen and Sarai Rivera, said they were there to learn more.

City Manager Augustus said we should not be held captive by the past, where similar discussions started out enthusiastically but nothing significant came about.

One white woman said there is no racial problem in Worcester. She said that there were only agitators stirring things up, causing the problems. While she was speaking, my thoughts went to the old civil rights movement where Bull Connors said something similar about happy Negroes and outside agitators.

Another white woman said some in the room were unaware that the term “color blindness” in terms of race had shifted from a relatively progressive phrase to a code word for institutional racism. Although honest and a plea for discourse, such comments will make the discussions difficult for some people of color.

A black woman who said that the DOJ should investigate the Worcester Police was booed by some white people, even though the facilitators told the participants that they should be respectful of everyone’s ideas and opinions.

Instead of reducing racial tensions in Worcester, the discussions might be the source of increased racial tensions.

One person noticeably absent was Brenda Jenkins of the YMCA and the Mosaic Cultural Complex. She is an important Black leader in the City of Worcester. Several people came to me and asked me where Brenda was. They speculated that she might not have come because the populations she works with did not go.

There are also rumors that the City of Worcester is pressuring Brenda’s program – the Mosaic Cultural Complex-  by reviewing the funds the City of Worcester awards her group. Is Augustus going to pull Brenda’s funding to pressure Brenda to “shut up”? Or has that already happened? Or has Brenda, like other Black leaders in Worcester before her, people of color on the city payroll, people of color with ties to Worcester city government/jobs/funds self-censoring herself??? To save her city money?

I suppose the politics of Worcester might suddenly change, and the city will take more substantial and positive actions towards race relations.

Unfortunately it looks a lot like business as usual – or worse.
